Dr. Yuriy Kapitsa has an extensive experience of working in international projects on approximation of national IPR and innovation legislation to international and EU standards, improvement of enforcement of intellectual property and IPR training.

Experience
in approximation of countries national intellectual property legislation to the
European Union and WTO, WIPO standards, in TRIPS implementation, in legal
drafting, working with ministries, technical assistance projects of WTO,
International Development Law Organisation, Tacis, USAID, EuropeAid, World Bank

Word Trade Organisation intellectual property regional expert – lecturing in “Trade Policy and Law Courses” for government officials from the
Ministries of Trade and Foreign Affairs from Central and Eastern Europe,
Central Asia and the Caucuses region on TRIPS agreement
IPR protection and enforcement requirements and
IPR enforcement practice in post soviet countries (2009-2010).
Practical experience in intellectual property enforcement, based on
EU member-states and NIS countries (post soviet countries) experience including
civil, administrative, border and criminal measures. Working out recommendation on providing enforcement of
the intellectual property rights, implementation of effective means of
enforcing such rights according to EU and NIS acts (co-ordination of the fight
against piracy on a central and regional levels; adoption of the regulatory
acts on holographic labels control; on licensing of CD manufacturing, import

More than 26 years’ experience in IPR management and commercialisation, organising the system of IPR management and commercialisation in the research institutions, universities, SMEs, working in international EU, WIPO, national projects.
Experience by working in the EU, national projects in organisation GAP analyses, training needs analyses for IPR protection and commercialisation. Working out and implementation of policy documents, programs of development of IPR protection, innovation activity, technology transfer, awareness campaigns on IPR, developing legislation on innovation activity. Experience in organisation of complex comparative studies of legislation on innovation activity, IPR commercialisation in the EU, EU Member–States and third countries, including organisational, financial, legal mechanisms to support innovation activity.
Experience in implementing government innovation projects, working out regional innovation policy and creating innovation infrastructure, innovation SME creation, free high tech economic zones and innovation parks legal providing.
Experience as government and scientific officer, Parliament’s adviser in working out science and technology, innovation and technology transfer legislation and policy documents. Drafter of the Laws ”On state regulation of the activity in the sphere of technology transfer” (2006, 2012)”, “On Science and Technical activity” (1991, 2015), “On support and development of innovation activity” (2015) etc; member of the Parliament’s ministries legislation and police documents drafting commissions, co-drafter of the National Report Innovation Ukraine 2020 etc. (32 years).
Experience in European research and innovation sector working through EU Framework Programs for Research, Technological Development and Demonstration projects and as a head of Office on FP5-FP7 EU research programs and coordinator of thematic and regional contact points network of the Academy of Scientists for the participation of the researches in the European Union programs.

Solid experience in training and international conferences organisation, including training courses and conferences on IPR protection and enforcement,intellectual property commercialisation for intellectual property specialists, government officials, lawyers, judges, custom officers, scientists from NIS countries organised in co-operation with the World Intellectual Property Organisation, European Patent Office, EU Tacis and EuropeAid projects, training of researches for the participation in the EU Framework research programs, innovation management training, government officials trainings throw the technical assistance projects.
